Huizhou Daya Bay Economic and Technological Development Zone was approved by the State Council in May 1993. It administers three sub-district offices in Aotou, Xiqu and Xiayong. It has a land area of 293 square kilometers (accounting for 2.58% of Huizhou City), a sea area (including islands) of 1319 square kilometers (29.19%), a coastline of 63.1 kilometers (22.42%), and a permanent resident population of 44.82 million, (7.3%). From 2021, it has realized the gross domestic production (GDP) of 80.57 billion yuan, an increase of 6.6%; the added value of industries above the designated scale of 53.33billion yuan, an increase of 10.2%, the investment in fixed assets 44.68 billion yuan, an increase of 18.7%; the public budget revenue of 7.05 billion yuan, an increase of 6.0%, and the industrial investment of 16.99 billion yuan, an increase of 72.7%.

　　--Obvious regional advantages. Daya Bay Economic and Technological Development Zone is located in the southern part of Huizhou in Guangdong Province. It is adjacent to City Pingshan District, 47 nautical miles from Hong Kong, about 60km from the Shenzhen city center, and about 120km from the Dongguan city center. It has a positive investment climate and is the only petrochemical base in the eastern coast of the Pearl River Delta.

　　--Fast and convenient transportation. In regard to aviation, it just takes 30 minutes to drive from Daya Bay to Huizhou Airport, 90 minutes to Shenzhen Baoan Airport, and 2 hours to Hong Kong International Airport. In terms of railways, it just takes 10 minutes to drive from Daya Bay to Huizhou South Railway Station on the Xiamen-Shenzhen Railway, which has effectively linked the Pearl River Delta, Yangtze River Delta and Western Taiwan Straits Economic Zone, and built a three-hour economic circle in the Southeast Coast. Huida Railway connects the national railway network, and is the most convenient marine outfall on the southern tip of the Beijing-Kowloon Railway. As for highways, Huishen Coastal Highway and Huida Highway run through Dayawan, forming a vertical and horizontal backbone network, and connecting to Shenzhen-Shantou Highway, Huiyan Highway, Guangzhou-Shantou Highway, Guangzhou-Guanghui Highway, and Huihe Highway, etc. Speaking of waterway, it has a first-class national open port - Huizhou Port, which has opened regular international and domestic routes to Humen in Dongguan, Tangshan in Hebei, Hong Kong and Taiwan.

　　--A good industrial base. Relying on CNOOC’s 12-million-ton refinery and CSPC’s 950,000 tons of ethylene, currently 78 petrochemical projects have been settled, with the total investment of 161.8 billion yuan. As thus, the midstream and downstream structures of the petrochemical industry have taken shape. Further, driven by BYD Company, Dongfeng Honda and other electronics and automobile companies, Daya Bay has developed into a strategic port-surrounding industrial base in the east coast of the Pearl River waterfront, which agglomerates competitive industries like petrochemicals, electronic information, automobile and equipment manufacturing. In recent years, Daya Bay enhances the regional independent innovative capabilities to shift the economic development mode, while its high-tech industries and strategic emerging industries have also gained rapid development.

　　--Complete and perfect service. Daya Bay has always adhered to the development concept that "the government creates an environment in which companies create wealth”. It deepens the reform of administrative examination and approval system, streamlines the approval process and shortens the processing time to provide investors with one-stop approval and services. Meanwhile, it strictly implements the national, provincial and municipal preferential policies for enterprises, and actively stipulates a series of preferential measures to encourage industrial development, research and development, and to make enterprises strong and big.

　　--Superior ecological environment. Daya Bay attaches great importance to environmental protection. In 2015, it built a sewage pipe network of 11.29 kilometers, thus improving the urban wastewater treatment rate from 86.8% to 92%,and heightening the good air quality levels from 93% to 96.8%. Of the 74 cities wherethe Ministry of Environmental Protection focuses on monitoring air quality, Huizhou’s air quality ranked sixth nationwide, while Daya Bay’s air quality ranked first in the five monitoring sites of Huizhou.

　　The central, provincial, municipal governments attach considerable importance to and place high hopes on the development of Daya Bay. In September 2014, Daya Bay Petrochemical Zone was listed as a national petrochemical industrial base, which was the only petrochemical industrial base in Guangdong Province that was included in the list. The Development Plan for the Pan-Daya-Bay Area adopted by the provincial government clearly puts forward to build a world-class petrochemical industrial base in Daya Bay. In July 2014, in the site of promoting the project implementation in Daya Bay, Chen Yiwei, Secretary of Huizhou Municipal Committee, proposed requirements for constructing a world-class petrochemical industrial base and a demonstration area of city-industry integration.In 2017 as the national first batch of green manufacturing system model of green park, the national cycle transformation key support zones.
